NERC PRC-029 Compliance in 2026 – Are You Ready?

By John Zong

PRC-029-1 establishes minimum ride-through criteria for frequency and voltage excursions, requiring inverter-based resources (IBRs) including solar, wind, and battery storage to remain connected during grid disturbances. This standard adopts IEEE-2800 performance curves—more stringent than previous PRC-024 requirements—as well as added performance requirements.

Time Sensitive: Compliance Deadlines

BES IBRs face an October 2026 compliance deadline, while Non-BES IBRs must comply by January 2027. Time is running out to complete the comprehensive modeling, testing, and documentation required.

  • Category I (BES IBRs): October 1, 2026
  • Category II (Non-BES IBRs): January 1, 2027

Key Technical Requirements:

Your facility must demonstrate capability to:

  • Ride through voltage and frequency excursions per IEEE-2800 curves
  • Handle instantaneous phase angle jumps of up to 25 degrees
  • Withstand a rate of change of frequency (RoCoF) of at least 5Hz/second
  • Maintain dynamic voltage performance throughout disturbances
  • Document hardware limitations for R4 exemption eligibility (legacy equipment only)

EPE's Comprehensive Compliance Roadmap

Phase 1: As-Built Model Development

  • As-left site data collection
  • OEM documentation and model acquisition
  • Setting parameterization with manufacturer specifications

Phase 2: Simulations & Evaluations

  • EMT-based ride-through testing (R1-R3 requirements)
  • Performance evaluation against IEEE-2800 curves
  • Control and protection setting optimization

Phase 3: Setting Optimization

  • Fine-tune control settings within equipment capability
  • Maximize ride-through performance
  • Coordinate protection settings to prevent nuisance tripping

Phase 4: Compliance Documentation

  • Audit-ready compliance evidence packages
  • Hardware limitation documentation (R4 exemptions)
  • Technical justification reports

Don't Wait – Act Now

A limited number of vendors are available and it's important to secure a place on their schedule as soon as possible to avoid delays. The complexity of EMT modeling, OEM coordination, and testing means compliance cannot be rushed at the last minute.
